The Genesee Recreation Sites and Trails Master Plan document describes the results of the planning process.

It starts with an Executive Summary (See Executive Summary below) and overview information. The details of the final master plan are then presented, including project phasing and cost estimates for developing each element of the plan. Starting on page 97, you can review all of the steps, meetings, presentations and workshops that were used to develop the final plan. This includes multiple concepts for each site that were developed and presented to the community.

The Genesee Recreation Sites and Trails Appendix provides all of the background information and presentation materials used to develop the master plan. It includes the minutes for planning meetings, the presentation materials for community workshops, photos from the workshops and the results of all community surveys that were conducted.

In June of 2019, the Genesee Board of Directors unanimously resolved to adopt the Genesee Recreation Sites and Trails Master Plan.

  • Imaginative in scope and vision

    The Master Plan is a blueprint for future Boards and Finance Committees to use in developing capital investment strategies for improvement, replacement, or repair of our recreational areas and trail system. The use of individual components of the Master Plan, or the blending of components from different concepts, are options available for developing these strategies. At the appropriate time, informed and coordinated decisions will be made on the various components of a given amenity, just as has been done for the repairs at Foothills pool.

    A Master Plan is not a detailed design for implementation. Design details will be part of future implementation efforts when facility improvements, replacements, or repairs are needed. This plan provides future Boards with rough estimates of costs along with a tool to use when evaluating how to proceed with investment decisions. It is expected that this plan will guide decisions about individual facility components within the integrated framework for each site. Throughout this process the Facilities Committee has modeled community engagement as a key part of the decision-making process that we hope future Boards will emulate when significant investment decisions are at hand.

  • Charting the Future

    In January 2017, following the construction of a new facility for the Genesee Water and Sanitation District, the Genesee Foundation Facilities Committee undertook upholding the commitment that was made to the Genesee community of replacing the playground at Solitude and redeveloping the remaining land at the site making use of the level land fill. At that time, the committee was also charged with the task of upgrading the community’s aging pools and undertaking repairs to the Vista tennis courts. Rather than address these projects in a piecemeal fashion, the Facilities Committee felt that a comprehensive overview of all of our facilities, including the trails system, would provide a roadmap for setting priorities and completing these projects with an integrated design and function.

    The Facilities Committee subsequently launched the project “Charting the Future Together: Recreational Sites Master Plan”. The scope of work was identified, a Request for Proposals was developed, and bids were solicited from several landscape architecture firms. The Committee interviewed four firms and recommended Hord|Coplan|Macht (HCM) be retained to develop this Master Plan. The Finance Committee and the Board approved this project in August 2017. GENESEE RECREATION SITES AND TRAILS MASTER PLAN - “CHARTING THE FUTURE TOGETHER”.

    With its significant experience in park, recreational facilities, and trail planning, HCM has worked hand-in-hand with the Facilities Committee and Genesee residents. Believing deeply in creating an in-depth, efficient, open and citizen-focused communications process as part of this public project, the Facilities Committee planned two workshops and an open house to take us from vision to reality. The first community workshop was held on February 7, 2018. At this workshop, HCM graphically presented their initial analysis of Genesee’s Recreational sites. Based on their field work, HCM identified Opportunities and Issues for each site. They also provided pictures of potential amenities for our residents to consider. About 130 residents participated, giving valuable input, thoughts, and opinions about the potential for our recreational sites and how to plan for the future of these valuable amenities.

  • Second Planning Workshop

    The second planning workshop was held on April 17, 2018. Using the information provided by residents at the first community meeting, HCM presented several concept offerings for each of our three outdoor recreational spaces (Foothills, Solitude and Vista), as well as our Trails. Approximately 175 residents gathered to consider the specifics of each of the options. This process asked residents to work together to create and re-imagine spaces that embraced community gathering, recreation and play, and connections to nature, health, learning and education. In total, more than 400 residents participated in this process, through the meeting format and/or online questionnaires.

    Working with the Facilities Committee, HCM took the suggestions, ideas, and changes suggested by those residents, and incorporated these into a single conceptual design for each area. Each of these designs includes preliminary costing (on the phasing graphic) and proposed implementation phasing.

  • Open House

    The Facilities Committee hosted an Open House on August 1, 2018 at the Vista Clubhouse so residents could view the conceptual designs for our recreational areas. These designs represent the culmination of community input as they present ideas that will carry us through the next twenty years of growing and thriving. Members of the Facilities Committee were present at the Open House to answer questions and listen to residents’ suggestions. Approximately 150 residents attended the Open House. Residents were asked to complete open-ended feedback forms specifying their likes and dislikes for each of the conceptual designs. For those residents unable to attend the Open House, the display boards were posted at Vista for viewing, as well as online on the Genesee Foundation website. Hard copy or online feedback forms were collected through August 13. The Facilities Committee reviewed the 117 responses and conveyed to each other additional feedback gleaned from conversations with residents at the Open House. This feedback was provided to HCM to help them fine tune the Master Plan.

    All comments were considered, and this information was used to produce design concepts that are multigenerational and that meet the desires of many Genesee residents. At this time, we recognize that Genesee’s Board of Directors is focused on the Foundation’s aging infrastructure. The focus in the short-term will be on repair projects with a commitment to preserve and protect our community and its assets. The 2017-2018 Board is proceeding with repairs to the two pools and to the courts at Vista. Design elements taken from community input, as well as the site analyses presented in this Master Plan, provide the basis for the scope of work for these repair projects, as well as ensure that the Board will succeed in its commitment to upgrade aging infrastructure for the enhancement of our community.

  • Roadmaps for the Future

    The Recreational Sites Master Plan for Genesee has been designed to be easily reviewed and to serve as a working document that is updated as the community evolves. Keeping Genesee a living, evolving, adapting, forward-looking and caring body is a crucial message communicated through the Board’s mission: to protect and preserve while being forward thinking. These design concepts serve as a roadmap for the future. It will be up to future Boards and residents to implement these plans in phases - as time and funds allow.
