ARC STANDARDS - INTRODUCTION

A condition of Jefferson's County's approval of the development of Genesee required the developer to preserve the natural appearance of the foothills environment. This environment, once damaged, may take years to re-establish, if ever. The primary goal of all improvements is to minimize the disruption of the existing natural environment through thoughtful and sensitive design and construction.

The Genesee Foundation, through the Architectural Review Committee (ARC), sets standards for all proposed improvements, including but not limited to, new dwelling construction, additions, landscaping and ancillary improvement projects. These standards were developed to help property owners, architects, designers and builders formulate design concepts that compliment and enhance the natural environment and the existing built environment.

The Genesee Declaration of Covenants, Conditions, and Restrictions provides, "No improvements shall be constructed, erected, placed, altered, maintained, or permitted on any Lot . . . nor shall any construction or excavation whatsoever be commenced . . . until plans and specifications with respect thereto in a manner and form satisfactory to the Architectural Review Committee showing the proposed improvements , plot layout and all exterior elevations, materials and colors, landscaping, grading, easements and utilities, and such other information as may be requested by said Committee have been submitted to and approved in writing by the Architectural Review Committee." The Declaration goes on to give the ARC broad discretion in reviewing and approving plans and in describing the array of considerations which the ARC should take into account in reviewing submittals. The purpose of these Architectural Standards is to specify, in more detail, the submittal requirements for various proposed improvements within Genesee, the procedures which will be followed by the ARC in reviewing the submittals, and the information which the ARC expects relative to certain aspects of construction and improvements within Genesee.

The Architectural Review Committee consists of five (5) members; three are residents who volunteer their time (one of whom is elected by the members of the Genesee Foundation), and two are paid professionals with expertise in land planning, site planning, and architecture. Of the resident members, one is elected and two are appointed by the Genesee Foundation Board of Directors.

Because no two lots are exactly alike, the Architectural Review Committee reviews each submittal in relation to the specific characteristics of that site and the surrounding natural and built environment. What might be considered appropriate for one lot might not be appropriate for another. For this reason, the Declaration and appropriate Supplementary Declarations, which apply to all lots, used in conjunction with the Design Standards permit flexibility that is essential when dealing with the wide variety of site conditions which exist in Genesee.
